论治安与治安管理的同一性

On the Identity of Public Order Policing and Public Security Management

治安是由特定的社会主体通过治理、管理等社会实践活动,实现安全、稳固、安定、有序的社会状态的活动过程。治安既是动态变化的、有明确目标的社会活动,又是相对静止、稳定的社会状态和治理结果。动态治安就是治安活动,与社会管理存在着内在联系,却又表现出不同的形式和内容,二者的社会意义有着明显的差异。治安学中经常使用的"治安"与"治安管理"这两个概念,可从静态与动态的角度来理解,二者既是同一事物的两个方面,又从不同视角对同一社会现象形成两种认识。完全可以认为,治安就是治安管理。治安观是对治安、治安管理的思想认识和基本观念,也是学科建设的思维方式和认识理念。治安学与治安管理学仅是名称表述的差异,二者研究对象、范围、内容具有同一性;应当改变被割裂和对立的研究模式,开启治安学研究的新思路,拓展治安学研究的广度和深度。

Public order policing is an activity process in which a specific social subject realizes a safe,steady, stable and orderly social state through social practice activities such as governance, management, etc.Public order policing is not only a social activity with dynamic changes and clear purposes, but also a social state and governance result which is relatively static and stable. Dynamic public order policing is an activity of public security, which has internal relation with social management, but shows different forms and contents.And they have different social significance obviously. The concepts of "public order policing" and "public security management" are often used in the science of public security policing, which could be viewed in static and dynamic ways. They are two aspects of the same thing, but also two understandings of the same social phenomenon that are formed from different perspectives. It could be completely considered that public order policing is public security management. The outlook on public security is an ideological understanding and basic conception of public order policing and public security management, but also a way of thinking and idea of discipline construction. The only difference between the science of public security policing and the science of public security management is the expression of names, but the objects, scopes and contents of them are identical.So the thinking of separation and opposition should be changed;the research mode of public security policing science should be reshaped;and the research breadth and depth of public security policing science should be expanded.
