An Analysis of the Updated Drug Situation and National Drug Control Policy in Myanmar

缅甸的毒品形势、禁毒努力、禁毒政策及变化等问题一直是国际禁毒研究的重要内容之一。根据联合国毒品与犯罪问题办公室、美国国务院、缅甸中央肃毒委员会发布的最新数据,缅甸禁毒形势严峻,应采取新的、更加有效的禁毒政策,一是在政策目标上应强调减少毒品危害,原则注重证据主导、健康为重;二是应立足区域和国际需要,设定五个优先领域。

Myanmar’s drug situation, drug control efforts, drug control policies and its changes have been an important part of international drug research. Based on the latest data released by the United Nations Office on Drugs and Crime, Bureau for International Narcotics and Law Enforcement Affairs and the Myanmar Central Committee for Drug Abuse Control, this article analyzes the six latest drug situations in Myanmar and summarizes the current situation of drug law enforcement in Myanmar. Then the latest national drug control policy is discussed from two aspects: firstly, the policy goal is to reduce the drug harm with paying attention to evidence-leading and health;secondly, five priority areas are identified based on the regional and international demands in the new drug control policy.
