当前对公安情报概念的理解尚未达成共识,大数据环境下又面临新的问题,故需要对这一概念重新作出诠释。采用事例解析的方式,阐述公安情报的作用、定义,以及公安情报与其他相关联概念(属概念)的关系。公安情报在公安工作中的作用具有广泛性、多样性,但并不具有"主导"警务的功能;公安情报概念可界定为"相对于公安机关特定对象来说应知而未知的情况";事实、信息、知识、数据等作为公安情报的属概念,都是形成公安情报的重要要素。

The concept of police intelligence has not yet reached a consensus, and some new problems are put forward under the big data environment, so this concept needs to be restudied. Through the case analysis,the paper explains the role and the definition of police intelligence as well as the relationship between it and its generic concepts. The role of police intelligence in public security work is extensive and diverse, but it cannot "lead"policing. The definition of police intelligence concept is "the situation that should be known to the public security organs is unknown". Fact, information, knowledge, data, etc., the generic concepts of police intelligence, are the important elements in the police intelligence production.
