摘要
《监察法》第十四条明确我国实行监察官制度。构建中国监察官制度是深化监察体制改革,推进国家治理体系和治理能力现代化的重要内容。可借鉴瑞典监察制度实践中关于监察官选任资格、组织分工、履职效能、职业保障等方面的有益经验,立足国情,从健全法律制度体系,加强人员综合能力建设,注重德法兼修,健全队伍组织体系,完善履职保障等多方面促进中国特色监察官制度的构建。
Article 14 of the Supervisory Law makes it clear that our country implements the ombudsman system. Constructing the ombudsman system in China is an important part of deepening the reform of supervisory system and promoting the modernization of national governance system and governance capacity. Swedish supervisory system practice can be learned on the qualifications of supervisors, organizational division of labor, performance efficiency, occupational security and other useful experience. The construction of the ombudsman system with Chinese characteristics should be promoted based on national conditions from the following aspects: improving the legal system, strengthening the comprehensive capacity-building of personnel, focusing on cultivation of both morality and law qualities, improving the organizational system of the team, and perfecting the protection of the duties.
