欧盟农村发展政策体系演变及对中国乡村振兴的经验借鉴

Evolution of EU Rural Development Policy System and Its Experience in China's Rural Revitalization

中国现代化建设最薄弱的环节在农村,如何通过乡村振兴战略推进中国农村发展是"三农"面临的重要问题。欧盟乡村建设起步较早,通过阶段性改革积累了丰富经验,对推动中国乡村振兴有很好的借鉴。从政策目标、运行机制、资金预算、政策体系4个维度探究了欧盟农村发展政策体系的演进逻辑及特点,对比分析了中国乡村振兴的约束条件,总结了欧盟农村政策的改革经验及难点,并提出了推进中国乡村振兴的对策建议。

The modernization construction of Chinese rural area is the weakest portion in China. How to promote the Chinese rural development through rural revitalization strategy is an important issue faced by the agriculture, farmer and rural area. EU rural construction started earlier, and accumulated rich experience through phased reforms, which is a good reference for promoting rural revitalization in China. The authors explored the evolutionary logic and characteristics of EU rural development policy system from policy goals, operational mechanism, financial budgets and policy system, compared and analyzed the constraints of rural revitalization in China, and summarized the reform experience and difficulties of EU rural policy system. Finally, some suggestions for promoting the rural revitalization in China were put forward.
