“一带一路”背景下中国参与全球卫生治理机制研究

Research on China Participating in Global Public Health Governance under the Belt and Road Initiative

由于当前全球卫生治理存在国际法缺位、世卫组织领导不彰、公共产品供给不足等困境,导致全球卫生治理体系难以有效运行,不足以应对全球范围内频频发生的公共卫生危机。而人类命运共同体理念可作为全球卫生治理的思想基础,全球卫生治理亦是构建人类命运共同体的具体实践.中国具备国内卫生治理和参与国际卫生援助的实践的成功经验。因此,在当前“一带一路”背景下,中国在全球卫生治理方面也应有更大的作为和担当。在实现路径上,可通过完善对外卫生援助制度、与其他治理主体规范合作、完善全球卫生法律制度、合理分配区域公共卫生资源等方式积极参与全球卫生治理。

The lack of global health law,the ineffective leadership of the WHO,the instability of public health resources supply,and the unfairness of resources distribution all lead to the malfunction of current global health governance system. The thought of building a Community of Shared Future for Mankind can be seen as the theory foundation,of global health governance,and global health governance is the practice of the former. As an emerging economy,China is supposed to take more global health governance responsibilities which can be done through the most welcomed international public good: the Belt and Road Initiative. The specific paths include improving foreign assistance policies on health,deepening collaborations with other global health governance actors,perfecting global health law and establishing a more reasonable distribution system of regional public health resources.
