Construction and Application of the Imaging Cloud and Imaging Diagnostic Center

目的:通过建设影像诊断中心,借助上级医院的技术力量提高基层医疗机构的影像诊断水平和服务能力,有效解决基层医疗机构影像专业医务人员紧缺问题,进而有效缓解群众看病难问题。方法:建设云影像系统平台,在基层医疗机构建设"云PACS"的登记、数据采集、数据阅览等全院PACS相关功能系统;影像诊断中心建设采用"云PACS"的诊断工作站功能模块系统和诊断必备硬件设备。同时建立相关的工作制度,明确基层医疗机构和影像诊断中心的职责。结果:通过一个医联体和一个非医联体远程影像诊断中心建设与应用,证明该系统助于分级诊疗制度的贯彻落实,能有效帮助提高上下级医院的社会效益和经济效益。达到了系统建设的预期目的。结论:基于"医学影像云"建设影像诊断中心,使诊断中心和基层医疗机构"共用一套PACS",建设简单,工作流程顺畅。

Objective: To improve the imaging diagnostic level and service capabilities of the primary medical institutions and effectively solve the shortage of professional imaging medical staff in primary medical institutions so as to alleviating the difficulty of mass medical treatment through developing the imaging diagnostic center and taking advantages of the technical strength. Methods: Developing cloud imaging system platform and PACS related functional systems such as "cloud PACS" registration, data collection, data reading and others in primary medical institutions;adopting "cloud PACS" diagnostic workstation functional module system and diagnosis essential hardware device for imaging diagnostic center. Meanwhile, establishing related working system and clarify the responsibilities of primary medical institutions and imaging diagnostic centers. Results: Through the construction and application of a medical association and a non-medical joint remote imaging diagnosis center, it is proved that such system will help to the implementation of the stratified diagnosis and treatment system, which can effectively improve the social and economic benefits of the lower and upper hospitals, achieving the target of system construction expectations. Conclusion: To build an image diagnosis center based on the "Medical Imaging Cloud", the diagnosis center and the primary medical institutions can share a set of PACS, which makes it more simple in construction and smooth in workflow.
