深化政府事权划分改革之整体框架建构

Overall Framework for Deepening the Reform of Governmental Powers and Responsibilities Division

政府事权划分改革是行政管理体制改革的基础性、全局性工程,也是一重大利益重调的制度变迁过程。时下无论是在理论研究还是实践维度上,整体、统筹思维均显不足。为使改革取得突破,亟需在推进国家治理现代化的大背景下,改变理论研究"分割化"和改革实践"碎片化"之状态,强化统筹协同,构建一个整体框架。为此,应在以清单建设厘清政府整体职能之基础上,依多重划分原则,理顺各级政府事权;健全事权和支出责任相适应的制度,为事权顺畅履行夯实财力保障;沿着法治化的进路,为事权划分提供法律支撑。

The reform for the division of governmental powers and responsibilities is fundamental and overarching to administrative system reform;it is also an institutional change with major interests readjustment.At present,neither in theoretical research or in practice,holistic thinking and coordinated thinking are sufficient.In order to make a breakthrough in reform,it is urgent to change the state of "segmentation" of theoretical research and the "fragmentation" of reform practice in the context of advancing national governance modernization,strengthen coordination,and build an overall framework.Therefore,on the basis of clarifying the whole functions of government based on the list construction,we should put governmental powers and responsibilities at all levels in order according to the multiple principles.Simultaneously,we would improve the system of ‘powers match expenditure responsibilities’ to provide financial security for smooth implementation of governmental powers and responsibilities,follow a path to providing legal support for the division of governmental powers and responsibilities under the rule of law.
