专业化的“陷阱”:三社联动下计生特殊家庭帮扶服务的反思

The False Trap of Professionalization:A Reflection on the Integrated Social Service Delivery for the Families with Lost Child

在国家"创新社会治理体制"的引领下,如何通过社会工作的专业化发展促进相互协作的"三社联动"机制,已成为基层社会治理创新中亟待解决的难题。本研究以厦门市计生协会计生特殊家庭帮扶项目为个案,通过2年的跟进研究发现:在"三社联动"机制下,导致社会工作专业化发展困境的关键是二元对立的"纯专业化"的发展陷阱。为此,社会工作需要采用多元视角,把专业服务放在社会场景中来考察,建立一种场景多层协同的服务框架,走与西方不同的场景专业化的道路,使自己真正成为基层社会治理创新的有力推动者。

With the quick development of social work in China by the great support of government and the influence of the innovation of government system, it is imperative to promote the professionalization of social work in order to enhance the integrated social service delivery at the local level. This article is intended to find out the solution to the conflicts at the local integrated social services through a case study of Xiamen. The answer is that social work should shift its perspective form "either-or" to "both-and", and place its services in the real world to clarify its social position to push forward the local social service innovation with the building of multiple integrated social service systems.
