摘要
在跨区域突发事件的应对中,现行的属地化管理原则成为处理此类事件的一大阻碍,我国一直以来所沿袭的官僚科层制也分割了制度的完整性,出现诸如行政孤岛、协调低效、职能交叉等不良现象,这背后涉及到观念、制度、技术三个层面的问题。当前,设立应急管理部的目的就在于缓和权力结构的碎片化,提高应急处置效率,保证公共安全。因此,优化跨区域突发事件中地方政府内部应急协作机制的策略选择可包括:以制度供给提供共享的规范,以文化建设消除部门间的不信任,以提升行政能力强化地方政府内部应急协作的有效性。
In the trans-boundary emergency response, the present localized thinking on emergency management has played an obstacle role to a certain extent, and the typical bureaucratic hierarchy has also led to fragmentation of the system, causing administrative island, inefficient coordination and overlapping functions. This undesirable phenomenon involves three reasons of concept, system and technology. The current establishment of the Ministry of Emergency Management is to ease the fragmentation of power structures, improve the efficiency of emergency disposal, and ensure the public safety. Therefore, strategic options for optimizing the internal emergency collaboration mechanism of local government in trans-boundary emergencies may include: institutional provision can provide shared norms, cultural construction can eliminate mistrust, and administrative abilities of responsibility bearing and decision-making can ultimately ensure the friendliness and sustainability of collaborative behavior.
