中国碳排放权交易市场建设现状与建议 被引量:12

摘要 2018年国家机构改革之后,碳排放管理隶属生态环境部,有益于以后各种排放物的联动管理,降低政策协调和沟通的成本,提高政策制定的有效性,但机构改革短期内造成碳排放权交易市场建设工作停滞。目前,全国统一的碳市场还未进入实质运行阶段。8个碳排放权交易试点省市的主要交易模式为线下交易,碳现货为主要交易产品。中国碳市场建设还存在监管机构设置、制度体系建设、市场运行主体界定以及操作层面等的具体问题,建议建立职责明确的统一管理体系,碳市场政策要与行业政策联动,制定明确的碳市场建设时间表,加强能力建设,切实推动全国统一碳市场进入成熟运行阶段。 After the institutional reform in 2018, the ministry of ecology and environment is in charge of carbon emission management, which is benefi cial to the linkage management of all kinds of emissions in the future, reduces the cost of policy coordination and communication, and improves the eff ectiveness of policy formulation. However, in the short term, the institutional reform has resulted in the stagnation of the construction of carbon emission trading market. At present, the unifi ed national carbon market has not yet entered the stage of actual operation. The main trading modes of the eight pilot provinces and cities for carbon emission trading are offl ine trading and carbon spot trading is the main trading product. Now China still exists such problems in the carbon market as regulators set, system construction, the market main body defi nition, and operation levels. It suggests establishing a unifi ed, clear the duties of the management system, coordinating the carbon market policy and industry policy, making clearly carbon market construction schedule, strengthening the capacity building and substantially facilitating the national unifi ed carbon market to move into the mature stage.
