文化遗产的保护与可持续发展——以英、日、韩三国文化遗产登录制度为例

Heritage protection and sustainable development : Focusing on listed buildings in the UK, Japan and South Korea

实施文化遗产登录制度,有效地管理和保护城市遗产,是实现历史环境保护、促进城市可持续发展的必要条件。以英国、日本及韩国的登录制度为例,通过文献梳理和案例分析,解析了3个国家登录制度的导入背景、登录建筑选定方式与标准、保护管理机制以及可持续发展模式等;提出了中国在历史文化遗产保护、利用与合理更新方面,应构建全覆盖的保护体系、政府主导和多元主体参与并重的统筹管理平台及基于文化遗产保护利用的可持续发展战略体系。

It is a prerequisite for the realization of the historical environmental protection and the sustainable development of cities implementing the listing buildings of the cultural heritage,as well as making effective management and protection of the urban heritage.This paper focuses on an investigation of the features of the listed buildings in the UK, Japan and South Korea. Through a literature review and a case analysis, the similarities and differences are examined for the three countries of introducing the background, registration criterion, the management mechanisms and the sustainability patterns. We propose that a comprehensive protection system should be built for the listed building protection and the sustainable development in China, including a coordinated management platform led by the government with multiutilization.
