公立医院与社会资本合作理论模式与可行性探讨

Discussion on the Theoretical Models and Feasibility of the Cooperation between Public Hospitals and Social Capital

随着我国公立医院与社会资本合作实践活动的日渐丰富,合作模式也越来越多样,但部分合作缺乏文件依据,管理混乱。为了探讨公立医院与社会资本之间可行的合作方式,有序规范合作行为,文章根据双方合作是否涉及新增医疗资源并基于合作过程中技术、管理等要素的参与程度,梳理出合作共助、合作共营等理论模式,并结合政策和实践提出:现阶段下合作共助、合作共营等模式最具有可行性。

The cooperation between public hospitals and social capital had became increasingly abundant and the modes were diverse, but some of them lacked documentary basis and the management was confusing. In order to explore the feasible cooperation model and standardize cooperative behavior between public hospitals and social capital, it proposed some theoretical models such as mutual assistance and mutual management based on whether the cooperation involved new medical resources and the degree of participation in technology, management and other elements. It also pointed out that the mutual assistance and the mutual operation were the most feasible modes based on the policy and practice at this stage.
