摘要
目的:厘清公立医院预算功能,完善管理者选拔机制,进而促进医院管理水平的提升和组织绩效的提高。方法:利用问卷调查收集了196家公立医院的数据,通过建立假设构建模型进行回归分析。结果:预算的决策功能对公立医院组织绩效有显著的正相关关系,控制功能作用不显著;医院院长年龄对预算的决策功能有负向调节作用,对控制功能调节作用不显著;性别、任期、学术背景对预算的决策功能有正向调节作用,对控制功能有负向调节作用。结论:注重发挥预算在公立医院中的决策功能;在管理者遴选中需进行综合考核,加强院长职业化管理。
Objective: To clarify the budget function of public hospitals, improve the manager selection mechanism, and promote the improvement of hospital management level and organizational performance. Methods: Data from 196 public hospitals were collected using questionnaires, and regression analysis was performed after establishing hypothetical construction models. Results: The decision-making function of budget had a significant positive correlation with the performance of public hospitals, while the relationship between control function was not significant. The age of hospital director had a negative adjustment effect on the decisionmaking function of budget, but the effect on control function was not significant. Gender, term and the academic background had the positive adjustment effect on the decision-making function of the budget, and had the negative adjustment effect on the control function. Conclusion: It needed to pay attention to the decision-making function of budget in public hospitals;in the selection of managers, comprehensive assessment should be carried out to strengthen the professional management of the dean.
