自然资源保护与开发进入强化规划引领、管控新阶段

The Natural Resources Protection and Development Entering a New Stage of Strengthening Planning Leading and Planning Control

本文以我国自上而下开展自然资源机构改革为背景,通过深入基层调研,分析了我国自然资源规划工作的意义、内涵和方法、路径,并对这项"从头越"的工作提出了若干建议。笔者认为,自然资源规划既是落实部门职能的重要目标、内容,又是履行部门职能的重要工具、手段;国土空间规划不是原先各种空间规划的简单叠加,而是原先各种空间规划的科学重构;自然资源规划工作不是部门职能的全部,部门职能的核心是落实自然资源管理"两统一"。笔者建议,在自然资源规划工作实践中,一要向全社会强化宣传,二要充分运用包括数字化、网络化、智能化在内的现代信息技术,三要在编制和实施中建有管用、高效的运行机制,四要严格国土空间规划执法。

Through investigation depth in grassroots, the author analyzes the significance, connotation, methods and paths of natural resources planning work, and puts forward some suggestions on this "from the beginning" work based on the reform of top-down natural resource institutions in our country. The author hold that natural resource planning is not only an important objective and content of implementing departmental functions, but also an important tool and means of fulfilling departmental functions. Land spatial planning is not a simple superposition of various spatial planning, but a scientific reconstruction of the original spatial planning. The natural resource planning is not the whole function of the department, but the core of department function is to implement the "two unification" of natural resource management. The author suggests that in the practice of natural resources planning, the first is to strengthen the propaganda to the whole society, the second is to make full use of modem information technology including digitalization, networking and intellectualization, the third is to establish a useful and efficient operational mechanism in the preparation and implementation, and the last is to enforce the law of territorial and spatial planning strictly.
