建设项目用地预审制度的建立,对土地资源的保护和利用、土地资源管理的宏观调控和国家经济的可持续发展发挥了重要的作用。本文分析了2008年以来报自然资源部建设项目用地预审申报情况,在此基础上提出了变化特点和存在问题,以及进一步完善建设项目用地预审制度的可行性建议。

Establishment of Pre-trial System for Land Use of Construction Projects, have played an important role in protection and utilization of land resources, the macro-control of land resources management and the sustainable development of national economy. This paper analyses the situation of pre-examination and declaration of land for construction projects at ministerial level since 2008. On this basis, the change characteristics and existing problems are put forward. Feasibility suggestions for further improving the pre-trial system of land for construction projects.
