粤港澳大湾区海洋经济协调发展模式研究

Study on the Coordination Model of Marine Economy in the Guangdong-Hong Kong-Macao Great Bay Area

建设粤港澳大湾区是新时代推进形成全面开放新格局的重要举措,是国家建设世界级城市群和参与全球竞争的重要载体,探索区域海洋经济协调发展对于建设粤港澳大湾区经济一体化具有重要的推动作用。本文以空间发展理论和经济系统协调理论为基础支撑,以粤港澳大湾区海洋经济协调模式为研究目标,探索出具有时序和空间特征的海洋经济协调模式,在时序上包括点域、点轴和网络型三个发展阶段,在空间上包括粤港澳大湾区中部、东部以及西部的海洋经济空间区域,并设计出各个区域的海洋产业体系及重点海洋产业,最终对粤港澳大湾区的协调衔接的促进手段及方式提出了对策建议。

The construction of Guangdong-Hong Kong-Macao Great Bay Area is an important measure to promote a new pattern of comprehensive opening up in the new era,and an important carrier for the construction of world-class urban agglomerations and the participation in global competition. Exploring the coordinated development of regional marine economy plays an important role in promoting the economic integration of Guangdong-Hong Kong-Macao. Based on the spatial development and economic system coordination theories, this paper attempts to explore a marine economic coordination model with temporal and spatial characteristics, taking the marine economic coordination model of Guangdong-Hong Kong-Macao Great Bay Area as the research objective. It includes not only the time series characteristics of three development stages, i.e., point area, point axis and network type, but also the spatial characteristics of the central,eastern and western marine economic zones with different marine economic attributes. This paper also designs the marine industrial system and key marine industries of each economic zone. Finally, countermeasures and suggestions were put forward on the promotion of interconnection and coordination in the Guangdong-Hong Kong-Macao Great Bay Area.
