摘要
为了吸引更多优秀的国际人才,瑞典政府一直把教学评估作为高等教育质量监控的有利手段。从1995年至今,瑞典的高等教育评估制度经历了5个发展阶段,每个阶段的改革都是为了适应教育国际化带来的挑战。近几年,瑞典教育评估不断适应和遵循欧洲高等教育品质保证标准与准则(ESG),并于2016年再次改革高等教育质量评估工作并发布新的评估体系。在本次改革中,整个评估流程从周期、内容、方式和结果评判上都做了一些改进,同时也重新审视了评估工作的合理性并更加关注公众的意见反馈。新的评估体系于2017年开始新一轮评审周期。本文总结了近几年瑞典高等教育评估工作的一系列改革,希望对我国教育质量评估工作也起到借鉴的作用。
In order to attract more outstanding international talents,the Swedish government has always regarded teaching evaluation as a favorable means of monitoring the quality of higher education.From 1995 to the present,Sweden s higher education evaluation system has gone through five stages of development,and each stage of reform is to adapt to the challenges brought about by the internationalization of education.In recent years,the Swedish Education Assessment has continuously adapted and followed the European Higher Education Quality Assurance Standards and Guidelines(ESG),and in 2016 reformed the quality assessment of higher education and released a new evaluation system.In this reform,some improvements have been made in the evaluation process from the cycle,content,methods and results.At the same time,the rationality of the evaluation work has been re-examined and the public feedback has been paid more attention.The new assessment system will begin a new round of review cycle in 2017.This paper summarizes a series of reforms in Swedish higher education evaluation in recent years,and hopes to play a reference role in China s education quality assessment.
