基于模糊综合评价的公共租赁住房制度研究

Research on Public Rental Housing System Based on Fuzzy Comprehensive Evaluation

"居者有其屋"是我国住房保障制度建立的根本目标,公共租赁住房在现行保障性住房体系中占据主导地位。根据我国公共租赁住房的发展特征,结合公共租赁住房制度的现状,从保障适度、操作公平和执行效率三个子系统建立评价指标体系。利用德尔菲法和层次分析法对各层次因子进行关键性评分,并使用二次模糊评判方法构建公共租赁住房制度综合评价模型。研究发现:我国现行公共租赁住房制度的综合评价水平为中等。完善法律制度、扩大保障范围和提高公平、效率,是公共租赁住房现阶段的发展路径。

The concept of“Home Ownership”is the fundamental goal of China's housing security system,the public rental housing dominates the current system of the affordable housing.This paper analyses and summarizes the development characteristics of the public rental housing in China,and it establishes an evaluation index system based on the current situation of the public rental housing system from three subsystems:security moderation,operation fairness and execution efficiency.It constructs the key rating of hierarchy factors by Delphi Method and AHP,and uses the second fuzzy evaluation method to construct the comprehensive evaluation model of the public rental housing system.The results show that the comprehensive evaluation level of the current public rental housing system is medium in China.It can perfect the legal system,and can expand the scope of protection and improve equity and efficiency,it is the development path of public rental housing at this stage.
