关于我国社会建设空间资源配置的思考——以深圳为例

Thoughts on Allocation of Space Resources in Social Construction——Take Shenzhen as an Example

随着我国经济社会的快速发展,社会主要矛盾由"人民日益增长的物质文化需要同落后的社会生产之间的矛盾"转化为"人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾",围绕人的发展来组织社会建设空间资源,成为城乡规划的重要任务。以深圳为例,采用定性和定量相结合,对以专业部门分职能进行管理的空间资源配置模式进行研究,揭示了弥补快速城市化历史遗留欠账的任务仍十分艰巨,既有社会服务设施资源配置存在较严重的不均衡问题,社会服务空间资源紧缺与既有空间利用效率低下矛盾并存等问题,提出创新社会建设空间资源配给机制,完善社会建设管理服务组织架构,促进社区空间资源优化配置,增强社会建设综合服务能力,促进社会服务空间的集约活化利用,提高空间资源配置效率,运用市场化手段,鼓励社会资本进入社会空间建设领域等建议。

In context of rapid social-economic development in our country,major social contradiction has transferred from growing physical and mental need of the people and the backward social production to growing needs of a better life and the inadequate balance of development.Therefore,human-oriented organizing social development spatial resources becomes to key mission for urbanrural planning.Taking Shenzhen as an example,this paper combines qualitative and quantitative research to study the spatial resource allocation mode managed by the professional department.It reveals the problems such as the task of remedying the history of rapid urbanization is still very arduous,the shortage of social service space resources as well as the inefficient use of existing space.Finally,suggestions are proposed,including innovate social construction space resource allocation mechanism,improve social construction management service organization structure;promote the optimal allocation of community space resources,enhance the comprehensive service capacity of social construction;promote the intensive use and utilization of social service space,and increase the efficiency of space resource allocation and use market-based means to encourage social capital to enter the space for social construction,etc.
