摘要
鉴于我国煤炭资源分布和开采情况,依据2007—2013年我国煤炭百强企业所在的省域并选取21个主要产煤省,构建2007—2013年面板数据,采用随机前沿分析法研究低碳下技术创新对我国煤炭行业可持续发展的驱动效应,考察能源消耗、工业污染治理、研发经费支出、技术改造经费支出等因素对技术创新驱动效应的影响。结果表明:2007—2013年技术创新对煤炭行业可持续发展具有正向驱动效应,但整体驱动效应不高,且大体上呈现逐年下降趋势;具体省份的驱动效应分析结果中,最高的是内蒙古,最低的是福建省;影响因素中,研发经费支出具有显著性的负向作用,能源消耗、工业污染治理、技术改造费用投入具有显著的正向作用。根据实证分析结果提出相应的对策。
In view of the distribution and exploitation of coal resources in China,according to the provinces where China’s top 100 coal enterprises are located in 2007 to 2013 and select 21 major coal-producing provinces,the panel data from 2007 to 2013 is constructed,the stochastic frontier analysis method was used to study the driving effect of technological innovation under low carbon on the sustainable development of China’s coal industry,and to investigate the impact of factors such as energy consumption,industrial pollution control,research and development expenditure,and technological transformation expenditure on the driving force of technological innovation.The results show that the technological innovation from 2007 to 2013 has a positive driving effect on the sustainable development of the coal industry,but the overall driving effect is not high,and generally shows a downward trend.Among the driving effect analysis results of specific provinces,the highest is Inner Mongolia,and the lowest is Fujian Province.The research and development expenditure has a significant negative effect on the technological innovation driving effect,energy consumption,industrial pollution control,and technological transformation expenditures have a significant positive effect on the driving force of technological innovation.Countermeasures are proposed according to empirical results.
