组织理论视角下美国国防情报局国防情报整合特点研究

Research on the Characteristics of Defense Intelligence Integration of the US Defense Intelligence Agency from the Perspective of Organization Theory

[目的/意义]国防情报整合是提升国防情报能力与效率的重要途径,对该问题的研究有助于我们提升对于国防情报整合相关问题的认知和对国防情报整合一般性规律的把握。[方法/过程]结合组织理论,从美国国防情报局国防情报整合的主要线索、主要矛盾、主要形式和主要方式4个方面开展对其内在特点的研究,以期得出更加科学、系统的研究结论。[结果/结论]由于权力结构的独特性,美国国防情报局国防情报整合具备区别于"纵向"管理的一般性特征,其主要包括以下4点:"权力"的配置是整合的主线,"冲突"的管控是整合的核心问题,横向整合是其主要形式,渐进性的改革是其主要方式。

[Purpose/Significance ]The integration of defense intelligence is an important way to improve the capability and efficiency of defense intelligence. The research helps us to raise awareness of the issues related to the integration of defense intelligence and grasp the general rules of defense intelligence integration.[Method/Process ]Combining the organization theory, analysis on the intrinsic characteristics of the defense intelligence integration practice of the US Defense Intelligence Agency from the 4 aspects of main clues, main contradictions, main forms and main methods is conducted, with the prospect of drawing more scientific and systematic research conclusions.[Results/Conclusion ]Due to the uniqueness of the power structure, the US Defense Intelligence Agency defense intelligence integration has the general characteristics different from the "vertical" management. The integration mainly includes the following four points: the allocation of "power" is the main line, the management of "conflict" is the core issue, horizontal integration is the main form, and gradual reform is the main method.
