基于最小偏差法的学术期刊动态组合评价

Academic Journal Dynamic Combination Evaluation Based on Minimum Deflection Algorithm

[目的/意义]针对现有学术期刊组合评价方法大多为静态的情况,提出一种新的基于最小偏差法的学术期刊动态组合评价模型。[方法/过程]首先,利用改进的因子分析法对学术期刊进行静态综合评价,并得到各年的学术期刊静态综合评价结果;其次,分别利用基于灰靶理论的动态评价法、基于改进理想点的动态评价法、基于VIKOR的动态评价法、基于Heronian算子的动态评价法对各年的学术期刊静态综合评价结果进行集结,以此得到4种不同的学术期刊动态综合评价结果;最后,基于最小偏差法对4种不同的学术期刊动态综合评价结果进行有效组合,在此基础上计算学术期刊的动态组合评价结果并排序。[结果/结论]以2013-2017年的部分图书情报类期刊进行实证研究,结果表明,该模型不仅能够有效解决多种学术期刊动态综合评价方法结论的非一致性问题,还能够得到较为科学合理的评价结果。该模型的提出可以有效促进和引导学术期刊朝着更好的方向发展,为学术期刊评价问题提供了一种新思路。

[Purpose/Significance ]Presently most of the academic journal combination evaluation methods are static, and this paper proposes a new method with a dynamic nature based on minimum deflection algorithm.[Method/Process ]Firstly, the results of every year's academic journal comprehensive evaluation are obtained by using factor analysis method. Then, the results of four different academic journals' dynamic comprehensive evaluation method are determined by using grey target, modified TOPSIS, VIKOR and Heronian operator. Finally, the results of academic journal dynamic combination evaluation are gained by minimum deflection algorithm.[Result/Conclusion ]Taking some journals of library and information science in 2013-2017 as the research object, the results show that this model not only can solve inconsistency problem of appraise conclusions, but also can get scientific and reasonable results. This new model can promote and guide academic journals effectively to expect their better development, and provides a new thought on journal evaluation for research institutes.
