基于修正shapley值法的城市应急政企一体化机制研究

A Study of Urban Emergency Government-enterprise Integration Mechanism Based on Modified Shapley Method

结合我国目前城市应急物资储备发展现状,提出政府-第三方物流企业-商贸企业协同合作的城市应急物资储备体系,并利用柯布-道格拉斯生产函数论证系统的合理性。在系统收益分配问题上,运用AHP-shapley法对合作联盟的收益进行分配,引入仓储管理能力、成员综合实力、物资提供与流转能力作为修正因子对模型修正,通过算例表明修正后的方法是合理有效的,对系统的可持续发展有更大的作用。对于政府-第三方物流企业-商贸企业协同合作的应急物资储备体系来说,影响其收益分配较为重要的因素为成员的综合实力,在选择合作方的时候也应当将成员的综合实力作为重要指标来进行考量。

Combining with the current situation of urban emergency material reserve in China,this paper puts forward the urban emergency material reserve system of government-third party logistics enterprise-business enterprise cooperation,and uses Cobb-Douglas production function to prove the rationality of the system.On the issue of system income distribution,the AHP-shapley method is used to distribute the profits of cooperative alliance.The warehouse management ability,members’comprehensive strength,material supply and circulation ability are introduced as correction factors to modify the model.The example shows that the revised method is reasonable and effective,and has a greater role in the sustainable development of the system.For the emergency material reserve system of government-third party logistics enterprise-business enterprise cooperation,the comprehensive strength of the members is the most important factor affecting their income distribution.When choosing the partners,the comprehensive strength of the members should also be considered as an important index.
