双套制的发展、衍变与实践反思

本文对双套制的研究发展阶段进行了简要归纳,将其分为论证、推广和反思三个阶段;阐述了双套制在实践中的衍变模式,包括单套制、互补制和混合制;在分析成因的基础上,提出了要强化法规制度建设、分清轻重缓急做好双套制与单套制的建设以及重视安全技术等应对措施。

This paper briefly divides the research and development stages of the double-set system into three stages:argumentation,promotion and reflection.And then,the several evolution modes of the double-set system in practice including single-set system,complementary-set system,and mixed-set system are expounded.On the basis of the analysis of the causes,it is proposed to strengthen the construction of laws and regulations,to prioritize the construction of double-set system and single-set system,and to pay attention to safety technologies.
