Advancing a New Development of Domestic Services by Implementing Supply-side Structural Reforms

家庭服务业历经四十年的快速发展,已经成为当前形势下重要的经济新增长点,在稳增长、促就业、调结构、惠民生等方面发挥着重要作用。而以创新理念来进行体制机制改革,理清市场运行基本势态,把握未来发展趋势,开展市场化经营,正是最终实现家庭服务业持续、快速、高效和健康发展的关键。面对新经济时代,家庭服务业的发展面临着巨大的机遇和挑战,其自身也存在供给不足、质量不高,监管、保障不到位等问题。对此,当前推进家庭服务业供给侧结构性改革的总体思路是,深入贯彻习近平新时代中国特色社会主义思想,落实新发展理念,按照建设现代化经济体系的要求,以供给侧结构性改革为主线,围绕"提高有效供给、提升服务质量"这一中心任务,贯彻创新驱动发展战略,以政策为导向破除行业发展制度性障碍,以创新驱动为引领推动产业结构调整和企业经营方式转变,以就业培训为抓手扩大家政服务有效供给,以规范化职业化建设为保障提升家政服务质量,推动家政服务业跨越式新发展,不断满足广大家庭对美好生活的需要。

The rapid growth of domestic services industry over the past 40 years in China has generated a new and important area for economic growth in the context of current situation.It plays an important role in maintaining economic growth,promoting employment,adjusting the structure and improving people’s livelihood and is the key to realize the sustainable,rapid,efficient and sound development of the domestic services industry by carrying out the institutional reform with innovative ideas,adapting to the trend of the market development,grasping opportunities in the future development and doing businesses under the market-oriented management.The development of the domestic services industry is facing great opportunities and challenges in the new economic era,although it has some shortcomings in terms of insufficient supplies,low quality,lack of regulation and security.To address these issues,the overall thought of advancing the supply side reform of domestic services is to carry out President Xi Jinping’s thoughts of socialism with Chinese characteristics in the New Era,to implement the new development concept in accordance with the requirements of the construction of modern economic system,to target supply side structural reform as the main work,and based on the central task of of"increasing the effective supply,improving service quality",to implement innovation-driven development strategy,to break institutional barriers with policies as the guiding principles,to promote industrial structural adjustments and make changes in ways of enterprise management driven by innovation,to expand the effective supply of domestic services by conducting vocational training,to improve the quality of domestic services by regulating occupational standards,to realize the leapfrog development of domestic servicess to meet the needs of families in their desire for a better life.
