安徽缩小地区经济差异的财政政策建议

Financial Policy Proposals to Reduce Regional Economic Disparity in Anhui Province

缩小地区间经济差异有利于经济协调发展和社会和谐。改革开放以来,安徽省在社会经济飞速发展的同时,省域内地区经济的差异也日趋显著。从形成地区经济差异的成因入手,对地区经济差异理论和衡量差异大小的相关指标进行选择梳理;通过对安徽省16个地级市近十年来的人均地区生产总值的比较分析,揭示了安徽省内经济差异现状。作为政府宏观调控重要手段的财政政策,在缩小地区经济差异方面有积极的作用,基于此,文章旨在针对安徽省的现状,从财政政策方面提出一些建议,主要包括完善分税制制度、调整财政分权格局、对现行的税收政策进行适当调整、逐步规范财政转移支付制度、提高资金使用效率。

Narrowing the regional economic differences is conducive to coordinate economic development and social harmony. Since the reform and opening to the outside world, Anhui has witnessed rapid economic and social development, and the regional economic differences have become increasingly prominent. This paper introduces basic concepts of regional economic theory and sorts out relative measure index, starting from the causes of regional economic differences. Through comparative analysis of 16 prefecture level cities’ GDP per capita over the past ten years in Anhui Province, this article reveals the present situation of economic regional difference in Anhui province. As an important means, the fiscal policy regulations of the government have a positive role in narrowing the difference of regional economy. Based on this, this paper puts forward some Suggestions from the aspects of fiscal policy according to the status quo of Anhui province, mainly including perfecting the system of tax allocation, adjusting the pattern of fiscal decentralization, modulating the current tax policy, gradually standardizing financial transfer payment system, and increasing the service efficiency of funds.
