德国制造业科技创新体系及其对中国的启示 被引量:18

German Manufacturing Technology Innovation System and its Enlightenment to China

摘要 目前我国制造业还处于大而不强的状态。自主知识产权、核心技术以及国际知名品牌占有率低,加上人口红利消失等因素,使得我国制造业在国际竞争中处于不利地位。完善制造业科技创新体系,促进制造业产业结构升级,是打破制造业发展困局的必经之路。而德国凭借高效率的教育体系、科研体系,以及借助工业4.0强化政产学研之间的分工协作,建立了强大的制造业科技创新体系。文章的研究表明我国应该加大研发投入,搭建科技创新平台体系,积极参与工业4.0,完善高校教育体系和促进政产学研分工协作,以提升制造业科技创新体系的运转效率。 At present,China's manufacturing industry is at the stage of large in scale but not strong in competitiveness. Due to the low share of proprietary intellectual property rights,core technologies,and internationally renowned brands,as well as the disappearance of demographic dividend,China's manufacturing industry is disadvantageous in international competition. It is necessary to improve the scientific and technological innovation system of manufacturing industry and upgrade it. By virtue of high efficiency education system,scientific research system and industry 4.0 which strengthens the coordination and distribution of responsibilities among government,industry,universities and research institutes,Germany has established a strong scientific and technological innovation system in its manufacturing industry. The study shows that China should increase the investment in research and development,create science and technology innovation platform systems,integrate into industry 4.0,improve the education system of universities,and promote the coordination and distribution of responsibilities among government,universities and research institutes,so as to improve the operation efficiency of the scientific and technological innovation system of the manufacturing industry.
