摘要
中国经济新旧动能转换的具体表现之一,就是"产业升级"对"土地财政"的干预与影响。通过理论分析选择房地产供给弹性作为土地财政的重要代理变量,并用供给弹性与产业升级构建实证回归模型。论文检验得出,产业升级会显著增加区域房地产供给弹性,进而减弱地方政府对"土地财政"的依赖程度。基于此,提出构建以产业新城为核心的产业地产机制,并在产业新城中大力发展产业引导基金等政策建议。
One of the concrete manifestations of the transformation of new and old kinetic energy in China’s economy is the interference and influence of"industrial upgrading"on"land finance". Through theoretical analysis, it is concluded that one of the important characteristics of"land finance:is the lack of elasticity of real estate supply. Therefore,the elasticity of real estate supply is chosen as an important agent variable of land finance.This paper constructs an empirical regression model to test the supply elasticity and industrial upgrading. It is concluded that industrial upgrading will significantly increase the supply elasticity of regional real estate, thereby weakening the dependence of local governments on"land finance". Based on this, this paper puts forward some policy suggestions, such as building industrial real estate mechanism with industrial new town as the core, and vigorously developing industrial guidance fund in industrial new town.
