Persisting in Emancipating the Mind and Developing New Ideas for High-quality Development of Heilongjiang’s Economy

坚持以解放思想为主线,结合黑龙江省重点产业领域的具体实际,提出了其高质量发展要充分发挥绿色生态农业、重型装备制造、对俄合作区位条件有利等区域优势;积极塑造区域公共品牌、老字号新字号品牌,赋予品牌以更多文化内涵;促进绥芬河、同江、黑河等主要对俄合作通道上的互联互通基础设施建设;增强优化服务环境、大力发展绿色金融和普惠金融服务、凝聚建设高端人才和实用人才队伍的要素支撑能力等若干新思路。

Insisting on emancipating the mind as the main line and combining with the specific reality of the key industrial fields in Heilongjiang Province, this paper puts forward some new ideasfor high-quality development including giving full play to the regional advantages of green ecological agriculture, heavy equipment manufacturing and favorable location conditions for Russian cooperation; actively shaping regional public brand, old brand and new brand, and endowing brand with more cultural connotations; reinforcing the infrastructureconstruction of interconnection and intercommunication of the cities in Russia’s cooperation channels, such as Suifenhe, Tongjiang and Heihe, etc; enhancing and optimizing service environment, striving todevelop services of green finance and inclusive finance, condensing the supportive capability of essential elements of building a group of high-end talents and practical talents.
