随着发展阶段的转变和城市功能的提升,上海发展空间总量日益趋紧、空间结构不合理、土地利用绩效低下等深层次矛盾日益凸显。上海应以推进产业高质量发展为核心,大力提高经济密度,创新规划土地管控方式,加快产业园区转型升级,为破解发展空间瓶颈提供有力支撑。同时,抓住长三角一体化上升为国家战略的机遇,探索建立发展空间资源统筹利用机制,加强利益共享,以深层次一体化破解发展空间瓶颈。

With the transformation of the development stage and the improvement of urban functions, deep-seated contradictions such as the increasingly tight space of Shanghai’s development space, unreasonable spatial structure and low land use performance have become increasingly prominent. Shanghai should focus on promoting high-quality development of the industry, vigorously improve economic density, innovate and plan land management and control methods, accelerate the transformation and upgrading of industrial parks, and provide strong support for cracking the development of space bottlenecks. At the same time, grasping the integration of the Yangtze River Delta as a national strategic opportunity, exploring the establishment of a space resource utilization and utilization mechanism, strengthening the sharing of interests, and as a deepening the integration to break space bottlenecks.
