The phenomenon of power capitalization centers on the economic man's motivation of the power stratum and parasitizes in imperfect market economy system and government administration system.It usually manifests itself in power seeking rent from capital,power seeking rent from each other,power seeking rent from public finance,and power seeking rent from the working stratum.To get rid of the institutional focus and improve the government's governance ability is the fundamental way to eradicate the phenomenon of power capitalization.To overstep the capitalization of power in an all-round way,it needs to cultivate an effective market and build an effective government through the dual paths of controlling power and regulating capital,so as to realize the goal of modernization of government governance system.
