城镇化成本控制的政策性与制度性路径比较研究

摘要 以征地为手段的传统城镇化模式,其政策性路径虽经不断调整完善,以满足被征地农民的补偿需求,但是在实施中,却因各方博弈而推升了城镇化成本。在各类聚落存在区位乃至地价差异的条件下,征地模式不应成为城镇化的唯一模式。实践经验表明,允许农民自主参与城镇化,实现多主体分担成本,可能是避免因征地而引发讨价还价、进而推升城镇化成本的有效路径。从改进城镇化模式的制度性路径入手,促进多主体共同分担,将是降低成本、促进和谐发展的有效路径。 Although the policy path of the traditional urbanization model with land expropriation as the means has been constantly adjusted and improved to meet the compensation needs of the farmers whose land is expropriated,the cost of urbanization has been pushed up due to the game among all parties in the implementation.Land expropriation mode should not be the only mode of urbanization under the condition of different settlement location and even land price difference.Practical experience shows that allowing farmers to participate in urbanization independently and realizing multi-agent cost-sharing may be an effective way to avoid bargaining caused by land expropriation and thus promote the cost of urbanization.Starting from improving the institutional path of urbanization mode and promoting multi-subject sharing will be an effective way to reduce costs and promote harmonious development.
