Main Problems and Regional Characteristics of China Social Governance

中国的社会治理模式有其独特的历史与文化传统,在不断适应经济社会变革中创新发展。当前我国社会治理在理论、顶层设计、地方实践层面存在共性问题,也呈现较大区域性差异。东部地区社会治理问题与城市化紧密关联,主要涉及大城市治理、流动人口管理、土地权益和物业类公共空间治理等;中西部农村空心化与凋敝问题普遍存在,成为社会治理焦点领域;在西部地区,脱贫是经济社会发展的主要任务,文化融合问题突出,大数据技术为其社会治理提供了赶超机遇。社会治理制度建设应坚持问题导向,以认同为基础、以民生为本、以促参与为关键,因地制宜,分类施策。

China social governance model has its unique historical and cultural traditions and is innovated and developing in the process of constantly adapting to the economic and social changes. At present, China social governance has some common problems in theory, top-level design and local practice while presenting great regional differences. The social governance in eastern China is closely related to urbanization, mainly involving big city governance, migrant population management, land rights and property public space governance, etc.;the hollowing and desolation of rural areas in the central and western regions are widespread and become the focus of social governance;and in the western region, poverty alleviation is the main task of economic and social development while the problem of cultural integration is prominent, but big data technology provides opportunities for its social governance to catch up with and surpass the other regions. The construction of social governance system should adhere to problem orientation with identification as the basis, with people ' s livelihood as the focus and with participation promotion as the key, and take suitable measures according to classified local conditions.
