新时代为了破解青海"实现什么样的发展、怎样实现发展"这一根本性问题,省委、省政府站在长远和全局的高度,提出了"一优两高"的重大战略。实现"一优两高"的重大战略目标,就必须找准"四个转变"的实现路径,最关键是要全面深入透彻的理解和认识"四个转变"的思想内涵。本文旨在全面梳理"四个转变"的思想内涵及其内在的逻辑关系,以期说明"四个转变"是实现"一优两高"重大战略目标的关键。
