生产性服务业集聚对中国绿色全要素生产率的影响

The Impact of Producer Services Agglomerations on China’s Green Total Factor Productivity

本文基于非期望产出的SBM方向性距离函数与Malmquist-Luenberger生产率指数测度了283个地级市2007～2015年的绿色全要素生产率,就生产性服务业集聚对绿色全要素生产率的影响效应进行了实证研究。结果显示:绿色全要素生产率空间显著正相关,生产性服务业专业化集聚和多样化集聚显著提高了绿色全要素生产率,专业化集聚对绿色全要素生产率有负溢出而多样化集聚对绿色全要素生产率的溢出效应不显著。分区域而言,东部地区生产性服务业集聚对绿色全要素生产率的促进作用大于中西部,重点环保城市多样化集聚能有效提高绿色全要素生产率,而非重点环保城市表现为专业化、多样化集聚促进绿色全要素生产率。对绿色全要素生产率分解发现,生产性服务业专业化集聚和多样化集聚都促进了技术效率改善,对技术进步没有显著影响。

This paper measures the green total factor productivity of 283 prefecture-level cities from 2007 to 2015 based on the SBM directional distance function of undesired outputs and the Malmquist-Luenberger productivity index,and discusses the effect of the production service industry agglomeration on green total factor productivity.The result shows that there is a significant positive correlation in space.The specialized agglomeration of producer services and diversified agglomerations significantly increase green total factor productivity and has negative spillovers to green total factor productivity.The spillover effect of diversification agglomeration on green total factor productivity is not significant.In terms of sub-regions,the agglomeration of productive services in the eastern region has a greater impact on green total factor productivity than in the central and western regions.Diversified agglomeration of key environmental cities can effectively increase green total factor productivity while non-key environmental cities promote green total factor productivity by specialization and diversification.The decomposition of green TFP reveals that the specialization of producer services and diversified agglomeration have all contributed to the improvement of technical efficiency and have had no significant impact on technological progress.
