社会治理视角下市域网格化治理的实践与探索——以福建省福州市为例

Practice and Exploration of Urban Grid Management from the Perspective of Social Governance:Taking Fuzhou City as an Example

随着我国城市化的快速推进,社会治理问题愈益凸显,网格化治理便是应运而生的一种创新治理形式。近年来,福建省福州市的基层网格化治理实践,在优化城市基层治理、推进城市治理现代化建设上初见成效,形成具有一定特色的市域网格化治理模式。然而,其依然存在多元主体参与不足、网格治理行政化、人才流失和数据孤岛等问题。因此,需要从优化网格化治理的路径入手,通过系统整治与综合施策,推行管理权力多维度运行,挽留人才模式的创新,引导多元主体联动助推共治格局,发挥网络治理信息服务平台效能,为我国城市基层社会治理创新拓展新的思路。

With the rapid advancement of urbanization in China,the issue of social governance has become more and more prominent.The emergence of grid governance is an innovative form of social governance. In recent years,the practice of grassroots grid governance in Fuzhou City,Fujian Province has achieved initial success in optimizing urban grassroots governance and promoting urban governance modernization,and has formed a city grid governance model with certain characteristics,but there are problems such as insufficient participation of multiple entities, grid governance administration,brain drain and data silos.To this end,we need to start from the path of optimizing grid governance,through system remediation and comprehensive policy,implement multidimensional management of management power,retain the innovation of talent model,guide multiagent linkage to promote the co-governance pattern,and play the network governance information service platform efficiency,to develop new ideas for the social governance innovation in China's urban grassroots.
