摘要
基于淮安市8个县区人才指标的调查数据,从人才资源、人才环境和人才效能三个方面,对苏北地区人才竞争力进行实证分析。构建区域人才竞争力评价的指标体系,利用因子分析法提取资源投入、人才工程、直接成果、创新成果、成果转化和人才数量6个公因子,应用公因子指标系数对各项指标进行定量赋权,使用要素加权法和聚类分析法对区域人才竞争力进行测算比较,并提出推动区域人才竞争力提升的对策与建议。
Based on the survey data of talent indicators in 8 counties and districts of Huai'an City, this paper makes an empirical analysis of the talent competitiveness in northern Jiangsu from three aspects: human resources, talent environment and talent efficiency. The index system of regional talent competitiveness evaluation is constructed. Six common factors are extracted through factor analysis, including resource input, talent project, direct achievement, innovation achievement, achievement transformation and talent quantity. The common factor index coefficients are used to weigh each index quantitatively. The weighted factor method and cluster analysis are used to analyze regional talents. Competitiveness is calculated and compared, and strategies are put forward to promote the competitiveness of regional talents.
