The Open Sharing System of Guiyang Government Data

[目的/意义]分析和总结贵阳市政府数据共享开放举措和经验,为其他省市区的政府数据开放共享提供有益参考。[方法/过程]从顶层设计、载体支撑、资源体系和服务模式四个方面分析贵阳市政府数据共享开放方案。[结果/结论 ]贵阳市以政府数据资源目录体系建设为主线,构建了包括政策法规与标准的顶层设计、"一网六平台一企一基地"的载体支撑、数据资源建设体系基础和创新型数据服务模式的一体化政府数据共享开放体系。结合我国政府数据开放共享的现状与问题提出优化对策:建立健全相关法律法规,建立数据开放共享的保障制度;建立政府数据开放标准体系,实现标准化开放;创新服务模式,建立公众参与和反馈机制;加快建成政府数据统一开放平台,实现一站式开放。

[Purpose/significance] This paper summarizes the measures and experiences of the government data opening and sharing in Guiyang,in order to provide other provinces with a useful reference for the opening and sharing of government data.[Method/process] It analyzes the program of Guiyang government data sharing and opening in terms of top-level design,carrier support,resources system and service mode.[Result/conclusion]Guiyang city takes the construction of the government data resource catalogue system as its major work,and constructs the open system of government data sharing,including the top-level design of policies,regulations and standards,the carrier support of one network and six platforms,one enterprise and one base,the foundation of data resources construction system and the integration of innovative data service mode.In view of the present situation and problems of government data opening and sharing,the paper puts forward some measures of optimization,including formulating and perfecting the relevant laws and regulations,creating a guarantee system for the open and sharing of data,constructing an open standard system of government data to standardize the opening,innovating the service mode to establish the mechanism of public participation and feedback,speeding up the construction of a unified open platform for government data to ensure one-stop opening.
