民办高职院校跨境教育合作的动因、困境与对策——基于厦门特区高职院校的研究 被引量:2

摘要 基于"一带一路"倡议实施的框架背景,以厦门特区民办高职院校的跨境教育合作为抓手,采用涵盖世界、国家、企业、院校的UNEI层次理论研究其动因,从内部和外部两个角度分析其困境,并借助囊括管理、运作、服务和人力资源的GOSH模式探索其对策。研究认为:应该创新思维,锻造管理组织;完善体制,强化运作机制;共建互享,构建支持服务体系;跨界整合,培育高技能人力资本。 Based on the framework of the implementation of the"the Belt and Road"strategy,the cross-border education cooperation of the private higher vocational colleges in Xiamen Special Economic Region is taken as the start.The UNEI hierarchy theory is utilized to study its motives,and analyze its dilemmas from internal and external perspectives and explore its countermeasures through the GOSH model that encompasses management,operations,services,and human resources.The study proposes suggestions like:innovating thinking to forge management organization;improving system to strengthen the operational mechanism;building and sharing the support and service system;integrating to shape high-skilled human capital.
