摘要
近年来,煤企、管理部门及监察机构围绕安全管理和装备升级做了大量的工作,并取得瞩目的成绩,但是安全培训工作质量提升速度却相对缓慢,且以培训机构资质取消之后尤为明显。通过对山西、河南、云南、贵州、四川等省的煤矿安全培训工作进行走访调研,就出现的问题进行剖析,并提出了明确责任,分工协作,建设规范化培训体系,保障培训投入加强师资建设,加大监管,建立抽考制度的方法。
In recent years,coal enterprises,management departments and supervisory institutions have done a lot of work around safety management and equipment upgrading,and achieved remarkable results,but the speed of improving the quality of safety training is relatively slow,especially after the cancellation of qualifications of training institutions.Through visiting and investigating the coal mine safety training work in Shanxi,Henan,Yunnan,Guizhou and Sichuan provinces,this paper analyses the problems found in research and puts forward some countermeasures and suggestions which is responsibility clarification,coorperation in division of labor,building of standardized training system,training investment guarantee,strengthening of teaching staff construction,supervision enhancement and quiz system establishment.
