乡镇撤并政策对乡镇卫生院的影响研究

Study on the Influence of Township Cancellation and Mergence Policy on Township Hospitals

本文选取长沙市所辖乡镇卫生院作为研究对象,通过问卷法、访谈法等对乡镇卫生院及其医护工作者的现存状况进行调查,研究乡镇撤并政策对乡镇卫生院的影响。乡镇撤并政策实施以来,乡镇一级的医疗卫生水平在一定程度上得到了提升,但存在部分问题尚未解决或无法解决,同时也暴露出一些新的问题,如居民就医难看病贵、医护工作人员工作量大待遇低等问题。这些问题的解决需要通过国家政策的制定保障乡镇卫生院的收益和提升医护工作人员的待遇,通过卫生院的优化升级改善医疗环境和提高医疗服务水平,通过社会的协同发展培养优质医护工作人员和改善医患关系,政府、卫生院、社会三方形成合力。

Selecting the township hospitals under the jurisdiction of Changsha City as the research object, this paper investigates the current situation of township hospitals and their medical workers through questionnaires and interviews, and studies the impact of township and village cancellation and mergence policy on township hospitals. Since the implementation of the township cancellation and mergence policy, the level of health care at the township level has been improved to a certain extent, but some problems have not been solved or can not be solved, and some new problems have also been exposed, such as residents' difficult and expensive medical treatment, medical workers' high workload and low salary. To solve the problems, the government, hospitals and society should form a joint force: relevant national policies should be formulated to ensure the benefits of township hospitals and improve the salary of health care workers;hospitals should be optimized and upgraded to improve medical environment and the level of medical services;quality medical staff should be cultivated and doctor-patient relationship should be improved through the coordinated development of society.
