摘要
目的构建评价公立医院公益性的指标体系,为评价公立医院公益性奠定基础。方法基于文献研究建立初选评价指标体系,通过专家咨询对指标体系进行修正并确定权重。结果建立含有14项指标的公益性评价指标体系,包括医院运行、医疗服务、社会效益、医学发展4个维度。结论公立医院公益性评价指标体系,具有良好的可信性,为定量评估公益性状况提供工具。
Objective To develop the indicator system of evaluating public welfare for public hospitals and to lay foundation for the evaluation of public welfare in public hospitals.Methods A collection of primary indicators was constructed on the basis of literature review.Expert consultation was then undertaken to modify the system and determine weights by identifying consensus of related researchers and managers.Results An indicator system of public welfare was established,which contained the following four dimensions:hospital operation,medical service,social benefit and medical development.A total of 14 indicators were utilized to reflect the state of public welfare of public hospitals.Conclusion The indicator system is an operational tool for assessing the status of public welfare quantitatively.
