基于区间灰色直觉模糊语言集的水利工程应急能力评价 被引量:3

摘要 运用基于C-OWA的区间灰色直觉模糊不确定语言集,对水利工程现场应急能力进行评价研究。考虑水利工程事故应急救援特点和危机管理理论的基础上,建立应急能力评价指标体系;采用区间灰色直觉模糊不确定语言集表达评价信息,结合C-OWA集结算子,将区间灰色直觉模糊不确定语言集转化为实数问题,计算出各指标对准则层的影响期望和综合影响期望,对应急能力指标重要程度进行排序。结果表明,现场搜救能力和应急物资调度能力在水利工程应急能力建设中占有最重要地位。 The C-OWA-based interval grey intuitionistic fuzzy uncertain linguistic sets are used to evaluate the on-site emergency capability of hydraulic engineering. Considering the characteristics of emergency rescue in hydraulic engineering and the theory of crisis management, an evaluation index system for emergency capability is firstly established herein. Then the interval grey intuitionistic fuzzy uncertain linguistic sets are used to express evaluation information, and combined with C-OWA operator, the interval grey intuitionistic fuzzy uncertain linguistic sets are transformed into real number problems. Finally, the impact expectation on criteria layer and the comprehensive impact expectations of each indicator are calculated and the importance of emergency capability indicators is ranked. The results show that the search and rescue capability and the emergency resources dispatching capability play most importance roles in emergency capability.
