运用数据包络分析中医家庭医生服务效率的初探

Preliminary study of the service efficiency of family doctors of traditional Chinese medicine by data envelopment analysis

目的 :运用数据包络分析法对长白社区卫生服务中心中医家庭医生的服务效率进行评价。方法 :于2018年1月收集长白社区卫生服务中心9名中医家庭医生2017年度的绩效工资、签约人数、服务时间、门诊量及中医治疗人次数等数据。分别采用固定规模收益和可变规模收益模型对中医家庭医生服务的综合技术效率和纯技术效率进行评估,并细化分析中医家庭医生服务效率的差异和改进措施。结果 :9名中医家庭医生中,55.6%的中医家庭医生综合技术效率值有效;77.8%的中医家庭医生纯技术效率值有效。其中5名中医家庭医生服务效率较高,导致服务效率低下的主要因素为签约数量不足。讨论:长白社区卫生服务中心应通过加大签约服务力度、针对具体问题开展业务培训及调整中医家庭医生的绩效分配方式等方法提升服务效率。

Objective: To evaluate the service efficiency of TCM family doctors in Changbai Community Health Service Center by data envelopment analysis. Methods: In January 2018, data of performance salaries, numbers of contract signing,service hours, outpatient visits and person times of TCM treatment of 9 TCM family doctors in Changbai Community Health Service Center in 2017 were collected. The comprehensive technical efficiency and pure technical efficiency of TCM family doctor services were evaluated by using the fixed scale return model and the variable scale return model, respectively, and the differences and improvement measures of TCM family doctor service efficiency were analyzed in detail. Results: Among the9 TCM family doctors, 55.6% of TCM family doctors’ comprehensive technical efficiency value was effective;77.8% of pure technical efficiency value of TCM family doctors was effective. Among them, 5 TCM family doctors had high service efficiency,and the main factor leading to inefficient services was the insufficient number of contracts. Conclusion: Changbai Community Health Service Center should strengthen the contracting service, the service efficiency of TCM family doctors is improved by conducting business training for specific issues and adjusting the performance distribution methods of TCM family doctors.
