建设城市副中心背景下区域管理能力提升研究——以浦东新区金桥镇为例

Research on The Improvement of Regional Management Capacity under The Background of Building Subsidiary City Centers

城市副中心是《上海市城市总体规划(2017-2035年)》的重要组成部分,其中不少副中心位于传统中心城区之外、城郊区位。可以预见,全新的高定位与传统的镇域管理之间将形成明显张力,提升区域管理能力成为副中心建设亟待重视的课题。以金桥城市副中心所在的金桥镇为例,系统分析金桥镇在城市副中心新背景下,开展区域管理能力提升的主要实践,为其他城市副中心建设提供借鉴,助力上海2035规划的深入推进。

The concept of subsidiary city centers is an important part of the Shanghai Urban Master Plan (2017-2035). Many of the subsidiary city centers are located outside the traditional central city and in the suburbs. It can be predicted that there will be obvious tension between the new high positioning and the traditional town management, and the promotion of regional management capacity will become an urgent issue for the construction of the subsidiary city centers. Taking Jinqiao Town as an example, this paper systematically analyzes the main practice of Jinqiao Town in improving regional management capacity under the new background of building subsidiary city centers in Jinqiao Town, in order to provide reference for the construction of other subsidiary city centers, and help Shanghai 2035 plan to be further forwarded.
