我国城市发展老年餐桌项目的困境与出路——以北京市西城区为例

Predicament and Ways out of Developing Dining Table for the Elderly in Chinese Cities

我国人口老龄化日益严峻,养老问题成为全社会关注的焦点。我国现行的养老模式以居家养老为主,近年许多地区开展了老年餐桌服务,以满足老年人的居家养老服务需求。通过对北京市西城区发展老年餐桌的问卷调查,发现当下北京市发展老年餐桌存在的主要问题包括:政策制定不完善、监督管理不到位、整合社会资源不充分、运营成本高、个性化服务有待完善、场地有限、工作人员专业性不足等。完善老年餐桌服务相关法律法规、强化政府资金政策支持和监管、推动公共资源开放共享、搞好老年餐桌需求调研、鼓励多元主体参与、推进市场化建设、探索"互联网+养老助餐"新模式等方式,将有助于突破当前我国城市发展老年餐桌项目的困境。

With China's aging population is getting more and more, and the problem of providing for the aged has become the focus of the whole society. The current old-age care mode in our country is mainly home care. In recent years, dining table service for the elderly has been carried out in many areas to meet the needs of home care service for the elderly. Through a questionnaire survey on the development of dining tables for the elderly in Xicheng District of Beijing, it is found that the main problems in the current development of dining tables for the elderly in Beijing include: incomplete policy formulation, inadequate supervision and management, insufficient integration of social resources, high operating costs, imperfect personalized services, limited venues, insufficient professionalism of staff, etc. Through improving the relevant laws and regulations on dining table service for the elderly, strengthening the support and supervision of government funds and policies, promoting the open sharing of public resources, doing a good job in the investigation of dining table demand for the elderly, encouraging multi-subject participation, promoting the market-oriented construction, and exploring the new mode of“internet plus supporting meals for the elderly”, etc., which will help to break through the current difficulties in the development of dining table projects for the elderly in Chinese cities.
