从绿色发展到绿色治理:观念嬗变、转型理据与策略甑选

Leading Green Governance with Green Development: Change of Concepts, Reasons for Transformation and Selection of Strategies

相较于传统发展和可持续发展的认知局限、思维惯性与救治模式,绿色发展更能兼顾"经济—社会—生态"三大系统的平衡性、协调性与兼容性,因而更符合人类文明的发展方向与趋势。进入新时代,我国经济发展升级、社会主要矛盾转变及综合国力提升,为转向绿色发展提供了可能性与可行性。全面深入推进绿色发展,需在理念层面形成绿色自觉意识、坚守绿色为民立场、打造绿色文化氛围,在逻辑层面遵循"共建—共治—共享"原则,在结构层面明晰治理的主体、功能、制度、方法和目标,进而基于"主体—分工—范式"维度推进系统化绿色治理,基于"规划—评价—支撑—文化"维度推进科学化绿色治理,基于"源头—专项—法治"维度推进精细化绿色治理,多措并举形成绿色治理合力,助益全面推进国家绿色治理体系和绿色治理能力现代化。

Compared with the cognitive limitations,thinking inertia and treatment mode associated with traditional development and sustainable development,green development has the balance,coordination and compatibility of the “economic-social-ecological” systems,thus conforming to the general direction of modern civilization.In a new era,the upgrading of economic development,the transformations of major social contradictions and the rise of comprehensive national strength have provided possibilities for China to turn to green development.We need to form a green consciousness,adhere to the principle of green development for the people,and create a green culture atmosphere at the concept level;we should follow the “co-construction,co-governance,and sharing” principle at the logical level;we should clearly define the subject,function,system and method of governance at the structural level,promoting systematic green governance based on the “subject-division-paradigm” dimension,scientific green governance based on the “planning-evaluation-support-culture” dimension,and refined green governance based on the “source-special-rule of law” dimension. These multi-measures will help form a joint force of green governance,and promote the modernization of green governance at national level.
