精准扶贫与民族地区生存性文化研究:以凉山彝族地区为例

Accurate Poverty Alleviation and Survival Culture in Ethnic Areas:Case Study of Liangshan Yi Region

在精准扶贫视野下,国家与贫困地区及贫困群众如何实现精准互动,一定程度上决定着扶贫工作的成效。生存性文化是某些族群长期在特定地域环境或政治形势影响下,为了生存而选择的文化方式,有主动型生存性文化和被动型生存性文化之分。其中,被动型生存性文化已经成为导致贫困地区群众内生发展动力不足、文化素质和增收技能增长缓慢、地区资源无法与精准扶贫形成合力的关键因素。以四川凉山彝族地区为例,探讨精准扶贫与生存性文化之间的关系,分析生存性文化的制约表现和原因,并提出破解路径。

In the perspective of precise poverty alleviation,to a certain extent,how to achieve precise interaction between the state and people in the less developed areas determines the effectiveness of poverty alleviation.Survival culture is a kind of cultural mode that some ethnic people have been choosing for survival under the influence of specific geographical environment or political situation,which can be divided into active and passive survival culture.Among them,passive survival culture has become a key factor that leads to the lack of endogenous development motivation,the slow growth of cultural quality and income skills,and the inability of regional resources to join forces with precise poverty alleviation.Taking Liangshan Yi area in Sichuan Province as an example,the authors probe into the relationship between precise poverty alleviation and survival culture,aiming at analyzing the manifestations and causes of the cultural constraints of survival and exploring the ways for resolution.
