文章从理论上把握产业政策的思想渊源、基本概念和内容以及产业政策在国家发展(尤其是后进国家)中的地位和作用角度,尝试从理论上厘清产业政策的基本概念,以便对产业经济政策与企业微观行为有较为深刻的理性认识,帮助人们更好地把握产业政策对微观企业行为影响的内在联系,并提供了产业政策与微观企业行为方面的宏观制度背景,对那些有志于研究产业政策与微观企业行为领域的研究者具有重要的参考价值。

This paper aims to theoretically grasp the ideological origin, basic concepts and contents of industrial policy, and the status and role of industrial policy in national development (especially in the backward countries), trying to clarify the basic concepts of industrial policy in theory, so as to have a relatively deep rational understanding of industrial economic policies and corporate micro-behaviors, to help people better understand the internal relationship of industrial policies on micro-enterprise behaviors, and to provide a macro-institutional background in industrial policies and micro-enterprise behaviors. Hopefully, researchers who are interested in researching industrial policy and micro-business behavior may find some reference value in the paper.
